Expert has over 35 years of experience in aviation and airport operations and systems, advanced technologies, system integration, program and project management, physical security, and emergency preparedness, including the design, development, engineering, and integration of advanced technology and security systems/solutions for large, commercial service airports. He is a leader in developing the vision and conceptual design for technology solutions for complex, critical infrastructure facilities, especially airports. - Integrated Airport Management System (IAMS), Denver International Airport (DEN) - Denver, CO (2012 – 2015): Project Manager and Solution Architect - developed and implemented the nation's first Integrated Airport Management System (IAMS), providing design, development, engineering, implementation and integration for the system.
- The $3.7 million IAMS, with its centerpiece technology, a highly effective and capable command and control/event management system (C2/EvMS) platform, was designed and implemented to improve and enhance operations and management by providing comprehensive and timely data and information exchange, "situational awareness" and "situation management" across the Airport's entire spectrum of activities. Leidos was the prime contractor and integrator for Phase I.
- In addition, Expert's current employer-provided extensive experience, capabilities, and expertise in project management, CONOPS and requirements development, solution architecture, process mapping, operations analysis, system/software programming and configuration, testing and activation, and training.
- Airport Response and Coordination Center (ARCC), Los Angeles International Airport (LAX) - Los Angeles, CA (2009 – 2010): Solution Architect – led the conceptual design and solution architecture for $6.5M LAX Airport Response and Coordination Center (ARCC) project.
- The "epi-center" for all airport operations includes the development and implementation of a C2/EvMS platform to consolidate operations and management activities and improve and enhance "situational awareness" and "situation management" related to airfield operations, security, maintenance, ground transportation, terminal management, public safety, and emergency management. The solution integrates many systems and applications through a single graphical user interface (GUI).
- As a principal on the LAX ARCC project team, Expert developed and documented the Concept of Operations (CONOPS), conceptual, technical design, and system architecture, including technology applications, operational, functional, and technical requirements, interoperability, command, and control (C2), and system integration.
- Various Advanced Technology Security Projects, San Francisco International Airport (SFO) - San Francisco, CA (1993 – 2003): Assistant Deputy Airport Director – Operations - provided the vision for and led numerous advanced technology projects for the Airport's $4 billion international terminal building and boarding areas.
