Expert received his M.D. from the University of Minnesota Medical School in 1971, after receiving his Masters of Science in 1967. He completed his internship at Hennepin County General Hospital in 1972 and his resident training in anesthesiology at the University of Minnesota in 1974. He completed additional fellowship training in anesthesiology and pharmacology in 1975. Since 1977, he has worked as an Assistant Professor of Anesthesiology at his university. He is board certified by the American Board of Anesthesiology and the National Board of Echocardiography-Perioperative Transeophageal Echocardiography.

His responsibilities as a board certified member of the American Board of Anesthesiology were to act as adjunct member of the joint council for in-training examinations as a question editor, writing questions for the ABA oral examinations. He also served as Associate Junior Oral Examiner and as Associate Senior Oral Examiner his last 12 years.
