Expert earned his Ph.D. from the Graduate Center of the City University of New York (2018). He received his B.A. (1981) and M.S. (1983) degrees from New York University in computer science.

His work involves the design, implementation, and use of operating systems and their internals, networks, software architectures, and related matters.

He is a co-inventor on two US Patents and the sole inventor on a pending patent application.

He has been in private practice since he left the Courant Institute in 1982. He is a Contributing Editor for the Computer Security Handbook, 6th Edition} (New York, New York, Wiley, 2014 and a contributor to the Handbook of Information Security} (New York, New York, Wiley, 2005). He has written numerous articles in various publications and spoken throughout the United States and internationally.

In 2003, the IEEE Computer Society appointed Expert to its Distinguished Visitor Program for North America.

Expert has assisted with litigation matters for over 30 years, including testimony at deposition and trials before the International Trade Commission, US District Courts, state courts, and private venues. He has also assisted in the preparation of appellate briefs.
