In his work with water quality, he was responsible for the interpretation of and compliance with the Surface Water Treatment Rule, the Coliform Rule, the Disinfection/Disinfection By Products Rule, the Lead and Copper Rule, and the Radionuclides Rule.

By virtue of supervising water quality, Expert was intimately familiar with conventional treatment of surface water, including lime softening and the handling and disposal of treatment residuals. He directed research for taste and odor control using adsorption with activated carbon and oxidation processes via ozone and permanganate.

Expert was the principal author of a staff report presented to the Board of Water Commissioners. He analyzed current available data on microbial density and land use relationship, information collection rule compliance, watershed sensitivity, and cost-benefit projections.

In collaboration with Dr. William Walker, Expert conducted a diagnostic study for characterizing the basic limnology of supply lakes; quantifying runoff and nutrient loading; assessing cause and effect relationships linking watershed conditions, pumped sources, lake water quality, and taste and odor episodes; and providing data and models for the design and evaluation of control measures.



Expert was responsible for MDH Laboratory Certification. The St. Paul Water Utility Laboratory was certified for selected metals, non-metals, and microbials. Quality control samples were supplied by Analytical products Group (APG), which cited the SPWU laboratory with the Laboratory of Excellence Award in 1997.

As Water Quality Supervisor, Expert was responsible for the laboratory and all process monitoring. The major pieces of instrumentation that he worked with included atomic adsorption spectrophotometers, flow injection/ion chromatography, and total organic carbon analyzer.
