Expert spent his entire 35 year career in the design of communications equipment, from circuit design to systems and subsystems engineering. He is capable of analyzing customer needs and quantifying those needs into specifications for equipment configurations. He has experience in the implementation of the technology using commercial off-the-shelf (COTS) or custom designs. He has the ability to predict communications performance of systems and equipment and to prepare systems performance budgets. He is able to use analytical and experimental methods for these predictions.

Expert is familiar with most standard modulation waveforms and techniques including quadrature phase shift keying (QPSK) modulation. He was the primary architect for several QPSK modems, and contributed to the design of many others. He is aware of the subtleties of this modulation including suppressed carrier recovery, squaring loss, timing recovery, and matched filtering. He is able to predict performance of the modulation at the "black box" as well as system level, and to devise performance budgets.
