Expert has researched the PV cell technologies now in production and in the pipeline. While promising incremental efficiency and cost improvements abound, several "completely different" approaches were found that can produce 80%-90% conversion efficiencies across broad spectral bands at roll-to-roll printed film costs. Suppliers of the design subsystems were contacted, informed of the new concept, and are presently aiming their work toward demonstration cells. If successful, this work will improve the national economics of both renewable and conventional energy generation by about a factor of 5.

Expert has designed and built "smart" radars with full polarimetric and other advanced target discriminant identification capabilities for many years. These included 16, 86 and 94 GHz versions, designed for air surveillance, missile guidance and tank fire control, respectively. Also designed were combined radar/HPM weapons for ship and high value target defense. Ground penetrating radars include a 2cm-resolution deep mapper with GW output, and a UWB formation imager designed to guide a drillstring real time in thin coal seams. These were all technical "firsts" that provided employers and clients substantial market advantages.

Expert has over 30 years experience identifying, locating and evaluating new product-enabling technologies. (Also, new product-threatening and "asymmetric" ones.) Areas have included remote sensing techniques, antenna beam control methods, counter-stealth approaches, industrial process controls, energy storage materials, anti-carjack systems, fuel conversion/transport approaches, synthesized electronic materials and many others. These were applied in large aerospace and commercial firms, Government-owned firms and medium-sized commercial enterprizes. Expert has organized and managed national workshops on new technology evaluation/impacts.

Expert began application of HPM technologies to military scenarios in the 1970's, eventually starting 5 industry development groups, obtaining funding for them, designing products and building their test facilities. He co-chaired the first US national conference on HPM. Experience ranges from target effects optimization to systems engineering to components and packaging to prototypes and field demos. Along the way, propagation estimates, target coupling models, potential hardening and countermeasures were all developed. Direct observation of lab and field effects of full-scale products on targets (later including IED's) were made as early as 1979.
