Expert is an Engineering Procurement Construction (EPC) Executive with expertise in developing and managing profitable energy, chemical, and infrastructure projects. He is also known for rescuing troubled projects, including a multi-billion-dollar 6-train Liquefied Natural Gas (LNG) plant renovation in Algeria, where he reduced the individual train “last gas to first gas” time from 21 to 5 months. He prepared proposals and negotiated EPC contracts for projects with a Total Installed Cost (TIC) in excess of $3.5 billion; and negotiated and administered major purchase orders and subcontracts on several mega-projects. As Operations Manager for a Pacific Rim contractor’s Australian operations, he grew its revenue five-fold in four years.

Expert was a Project / Program and Operations Manager for Bechtel for many years. He also served as a Project Manager for other major EPC contractors, as Vice-President – Technical Services for a major Saudi Arabian contractor and as Director-Capital Works for an Asian utility.

His successfully completed projects include the Sonatrach GL1Z LNG Plant renovation, the Saudi Yanbu Petrochemical Project, the Front End Engineering Design (FEED) of the Saudi Aramco Khurais Project, the University of Virginia Replacement Hospital Project, Cedar Rapids (Iowa) Waste Treatment Plant, and two EPC power plants in Australia.

Expert's key achievements include the following:
- Turned around performance on a $1 billion 6-train LNG plant renovation, reducing individual train construction time from 21 to 5 months.
- Directed the growth of an Australian engineering / construction operation focused on power and mining industries, where he grew annual revenue five-fold in four years. His major projects there included two LSTK mine site power plant projects of 105 MW and 112 MW and several piping / mechanical projects. Additionally,
- Rescued an alumina refinery process piping / mechanical contract that was 5% complete with 25% of the contract time used; he completed this project on schedule.
- Completion of the FEED for the $4 billion Saudi Aramco Khurais project ahead of schedule, and 50,000 job hours under budget. There he converted a $750 million portion of the project into a CLSTK contract.

He has a Bachelor’s Degree in Civil Engineering from Brooklyn Poly, and an MBA from Duke University’s Fuqua School of Business. He was the founder and first president of the Arabian Gulf Chapter of the Project Management Institute.
