Expert has been a Professor in the Department of Obstetrics and Gynecology (OB-GYN) at Eastern Virginia Medical School since 1995 and the director of the Consortium for Industrial Collaboration in Contraceptive Research (CICCR) project of CONRAD. He has expertise in reproductive biology and fertility regulation. He obtained his Ph.D. in 1962 and his Sc.D. in 1979 from the U. of Cambridge, UK, and his MBA in 1984 from the U. of Texas at San Antonio. He was elected a Fellow of the UK Society of Biology in 1979. Expert has served as a technical officer at Imperial Chemical Industries Ltd. (now AstraZeneca PLC), and as a scientific officer in the WHO Special Programme of Research, Development, and Research Training in Human Reproduction. From 1979 to 1993, he was first Associate, then full Professor and Chief, Division of Reproductive Research, in the OB-GYN Department at the U. of Texas Health Science Center at San Antonio, and from 1993 to 1995, in the Department of OB-GYN and the Department of Cell Biology at Baylor College of Medicine. Expert has been a consultant on reproductive biology and contraception to many national and international organizations.

He was the lead-discoverer of Tamoxifen, widely used for the treatment of breast cancer. He has published extensively (196 papers, chapters and reviews) on reproductive biology and contraception, including Birth Control Technologies: Prospects by the year 2000 (1983). He has served on two Institute of Medicine Committees which produced the reports: Contraceptive Research and Development: Looking to the Future (1996) and New Frontiers in Contraceptive Research: A Blueprint for Action (2004).


He has acted as a tecnical consultant for Schering Plough (2009), Schering AG,(joint reseacrh program (2004-2008), Wyeth-Ayerst (1994), GD Searle and Co. (1987-1992) and AstraZeneca (1981-1991) concerning contraceptive R&D.
