Expert has more than 24 years of experience encompassing a variety of water resources and environmental engineering projects including more than 6 years of teaching, at university level. As a senior groundwater hydrologist/engineer and project manager, he has provided technical support and project management for a number of large water resources and environmental projects in Southern California, including commercial, public, and state and federal sites. Expert’s has focused on application of numerical groundwater flow models to hydro geologic assessment, fate and transport analysis, groundwater remediation, and groundwater engineering. He has performed characterization of groundwater aquifers for a number of groundwater basins in Southern California. Expert has led technical work including field investigation and groundwater modeling efforts for the design and construction of dewatering systems, infiltration basin sitting, and NPDES permitting for CALTRANS. Expert has led technical work at major superfund sites in Southern California including MCAS El Toro in the Navy CLEAN Program, Montrose and Del Amo Superfund sites in the EPA CERCLA Program and NASA/JPL superfund site in the NASA Superfund Program, addressing perchlorate, VOCs, BTEX, LNAP, and DNAPL issues in the groundwater.

Before joining Fuscoe Engineering, Inc., Expert was a principal and director of hydrologic services and senior groundwater hydrologist/PM with major environmental and geotechnical engineering firms in Southern California, and has held the positions of acting head and associate professor of civil engineering at the University of Evansville, Evansville, Indiana. He also has several years of overseas consulting engineering experience in water resources and hydrology. Expert is also a lecturer at University of California Irvine, teaching groundwater hydrology/modeling courses.
