Expert has spent over 35 years in the science of oceanographic search and consulted on over 350 operations to locate hard-to-find submerged targets. These have included aircraft and aircraft parts, chemical toxins, spilled petroleum products, weapons, navigational obstructions, lost cargo, missing vessels, vessel parts and other high value objects. Expert has taught courses in the science of sub sea search to civilian, government and military organizations. He is the senior author of two textbooks on sonar used by domestic and international commercial and government organizations.


Expert has been involved in high profile operations such as locating the debris resulting from the TWA Flight 800 747 accident off Long Island, NY. He has also been involved in other important programs such as the search and recovery of China Airlines Flights FLT358 and FLT611 747 accidents and on Korean Airlines FLT858 707 accident. Expert has consulted on dozens of other air accidents over water including all aspects of location and recovery. He has developed and implemented techniques to remotely detect DFDR/CVR aircraft "black Boxes" acoustic beacons during sea search operations for downed aircraft, significantly reducing at-sea search time. He has consulted for aircraft manufacturers, domestic and overseas governmental transportation safety boards, aircraft engine manufacturers, aircraft owners, and airlines.


Expert has developed and implemented reliable equipment and methodologies used to map submerged regions contaminated with spilled petroleum products including number 6 & 7 heavy crude oil during the cleanup phase. He consulted on the Athos I oil spill in the Delaware River and the DBL 152 oil spill in the Gulf of Mexico after Hurricane Katrina. He has consulted on numerous ship grounding episodes by remotely locating the responsible navigational obstructions including those affecting the Queen Elizabeth II, M.V. Limar, SS Energy Enterprise, MV Anthea Y and numerous other grounding incidents. Clients have included London insurers, legal advisers, marine surveyors and ship owners.


Expert has been involved with numerous search and recovery of drowning victims and supported forensic efforts in other submerged body recovery operations. Expert has developed a variety of forensic containment systems to preserve evidence during body recovery.

Expert’s long association with the marine search sciences has allowed him to build a strong foundation for testing and evaluating many types of sonar, sonar software and geodetic mapping instrumentation used in underwater search programs including ROVs and AUVs.


Expert can serve as an expert witness or litigation consultant in witness in litigation areas involving hydrographic surveying, sonar operations, search operations, shipping accidents, oil clean up and submerged aircraft recovery operations.
