Responsibilities:
Business Development, identification of market opportunities, qualification of business partners and subcontractors. Managed the startup, operations, maintenance of Mina Quaboos under UNCTAC contract; managed the Commercial Port of Guam [Agana] under contract with the US Department of the Interior. Expert then developed a provisioning and support system for the FASs with PhilTug operated out of Singapore.

In the same period, provided consulting services to US Government agencies involved in marine and air transportation as well as private clients.
