Expert B. Expert has expertise in many areas of meteorology and meteorological applications including analysis of meteorological variables and evaluation of effects and impacts on weather-sensitive operations. This involves the analysis of weather radar data to determine the effect of thunderstorms of varying intensities on radio communications. His work also involves assessing the impact of large industrial facilities on the air quality of a region as a function of the meteorological conditions affecting the region. He has developed objective, computer-based analysis techniques for meteorological parameters and managed air-quality and meteorological monitoring networks. He is proficient in diagnosing the physical processes involved in storm development.

Expert has prepared and published climate data summaries and descriptions for many clients, tailored and formatted to their specific requirements for climate information. For example, he developed analyses of climate for clients in the industrial, business, and military sectors--all of whom had different types of requirements. He has developed weather and climate publications for the broadcast media, targeted to the general public as an audience. He has been selected to provide professional peer review of book manuscripts on climate, including books on global warming and the effects of chlorofluorocarbons and greenhouse gases on climate.


Applied climatological research is another of Expert's areas of expertise. He has developed 4-dimensional models of the atmosphere--worldwide--from near the earth's surface up through the troposphere to the stratosphere (for NASA) that were based on climatological regions he defined as a function of temperature, dewpoint, and relative humidity.

Expert has researched weather patterns and atmospheric systems through examination of weather charts and developed innovative weather forecasting techniques that have been used operationally by government (Department of Commerce and National Weather Service) and military (US Air Force) forecasting organizations. Among the forecasting techniques developed by Expert are predictions of locations and wind speeds for the jet stream for the US Air Force, snow prediction for the National Weather Service, and prediction of rapid storm development under contract to the Office of Naval Research. He also managed a global weather forecasting operation for commercial clients.

Expert is the senior author of 12 major reports for large corporations regarding weather systems and services in the early 2000's. He arranged for high level representatives from 20 countries to meet at one of his client companies to discuss the attributes of the company's weather system technology in order to meet the requirements of their country's weather services.



Expert designed and wrote technical specifications for automated interactive weather information systems for the US Air Force.


Expert developed physical-statistical techniques using multiple linear regression for hemispheric analysis and prediction of winds, temperatures, and heights of constant pressure surfaces at levels from the mid-troposphere into the stratosphere.

Applying his extensive experience with analytical techniques, Expert has performed forensic meteorological consulting services for law firms and insurance companies. He has reconstructed the weather near the time and place of an event using and interpreting all available data sources, including weather observations, radar, satellite, and lightning detection equipment. He has provided certified reports describing weather conditions and gave expert testimony and cross examination advice.
