I specialize in natural gas pipeline safety federal code compliance. I worked in the natural gas transportation industry for 4 years before taking on the role of Pipeline Safety Analyst with the Illinois Commerce Commission for 18 years. I conducted inspections and pipeline failure invetstigations to determine compliance with the Code of Federal Regulations (CFR) Parts: 191, 192, 193,198 and 199. I developed training programs and conducted training to educate operator personnel regarding CFR requirements. I assisted the U.S. Office of Inspector General with pipeline regulation fraud investigations and testified in Federal court proceedings. I was promoted to and served as Pipeline Safety Program Manager for 8 years. I was charged with oversight of compliance related inspection activities, pipeline incident investigations, operator procedure review and non-compliance enforcement activities. I served as a regulatory advisor to State and Federal task groups through participation or leadership roles on several state/federal tasks groups to develop, interpret and implant federal regulation requirements Since 2015, I have been an independent consultant providing services to natural gas and propane pipeline operators. I have investigated and provided expert code compliance opinion regarding operator compliance associated with natural gas pipeline incidents and explosions. Other services provided include writing pipeline operating procedures, operator training and qualification procedures, and on-site pipeline failure investigation. I received the majority of my code compliance training at the Transportation Safety Institute and the Pipeline and Hazardous Materials Safety Administration, Training and Qualification Center. My training included all phases of pipeline regulation application and enforcement, pipeline integrity management and root cause failure investigation.
