His most recent experience included an on-site consultation with a large faith-based social service agency in southern California. The organization had recently changed CEOs and needed feedback about its organizational structure as well as management level positions. Expert was involved with an extensive agency-wide management team building process for an adoption agency that is one of the market leaders in the northeastern United States. The organization had undergone significant growth and needed to develop new ways of involving employees in decision-making processes. A new team culture was developed with Expert's assistance. As Vice President of Liberty Lutheran's Quality Improvement, Expert supervised, trained and evaluated the staff of the Quality Improvement Department. He developed an agency-wide quality improvement plan, including establishing criteria for the stated program as well as business process outcomes.

Expert assisted the Corporate Compliance Officer in the development of a corporate compliance plan, and worked with directors and teams to assess and ensure compliance with quality improvement and the corporate compliance plan against internal (policy/procedure) and external (contract/program) requirements. He reported regularly on results.

He regularly surveyed internal and external customers to evaluate and improve the quality of business processes and client services. Expert played a key role in organizing and facilitating regularly scheduled training with directors, team leaders and staff as needed to educate and implement quality and corporate compliance as a strategy.

He also represented the agency to accrediting bodies to facilitate and coordinate accreditation processes, to ensure satisfactory completion, and to improve compliance.
