Canadian Municipality: Retained to assist in the examination of its municipal gas supply arrangements and develop various alternatives. Examination of utilities cost of service (revenue requirements) and the appropriateness and design of specific cost of service components. Further retained by the municipality to assist in the development and renegotiation of a new franchise agreement between the municipality and gas distributor.
Liquid Pipeline Cost Allocation Study: Retained to assist in the examination of various allocation policies respecting regulated liquid pipelines operated in Canada and the United States on behalf of several owners. Retained to examine in detailed all cost of service components allocations were appropriate and properly be allocated.

Canadian Provincial Energy Regulator: Retained to examine the future upstream supply and transportation arrangements respecting a local gas distributor. Subsequently retained by the regulator to assist in the review of the LDC’s application for a restructured storage and transportation arrangements.

Liquid Pipeline Purchase: Retained to assist client and legal counsel regarding tolls and tariff and various regulatory issues in the purchase of an international (Canada and the US) liquid pipeline.

Canadian Market and Regulatory Review for US Investment Company: Undertook an examination of the Canadian natural gas transportation system, market outlook, and regulatory framework respecting near term future developments for a US Investment company. The assignment involved not only a detailed description of the existing Canadian natural gas industry, but conducting confidential interviews with key stakeholder to determine their views of current issues, challenges and possible changes to the natural gas market and transportation systems in Canada related to the ability of a new entrant into the gas merchant business.

Nova Scotia Utility and Review Board: The lead regulatory/technical/economic consultant to the Board Members, staff and counsel regarding the examination of a new gas distributor(s) for the Province of Nova Scotia. The process also involved review and development of all aspects of Board review of gas distribution regulations, including the regulations governing the review of gas distributors, including the development of program to related increased Board regulatory operational costs, application fees and hearing costs. The selection process was undertaken under the directions of a formal public hearing, involving pre-filed testimony, data requests and interrogatories, and oral cross-examination and delivery of final briefs. Northern Natural Gas Infrastructure (Project 1): Retained to develop a number of financial models related to petroleum and natural gas production and infrastructure investment opportunities in northern Canada. Financial models were developed for each potential investment in a variety of infrastructures as well as an overall corporate model that integrated all of the potential individual investment opportunities.

Northern Natural Gas/Liquid Infrastructure (Project 2): Retained to develop and evaluate strategic investment options related to petroleum and natural gas facilities in Northern Canada from delivery to burner-tip. A number of financial models (including detailed cost-of-service pipeline/distribution models) were developed for each potential investment in a variety of infrastructures as well as an overall corporate model that integrated all of the potential individual investment opportunities.

Canada-Newfoundland Offshore Petroleum Board’s Public Review Commissioner: Provided assistance to the Public Review Commissioner of the C-NOPB in evaluating the potential for natural gas development from the proposed Husky Oil White Rose Offshore Oil project. This involved a review of all aspects of the potential development including markets, transportation systems and pricing for offshore natural gas production.

Council of Yukon First Nations: Retained to provide advice and expertise to the Grand Chief, Chief’s committee and legal counsel in development of CYFN’s strategic preparedness plan to respond to potential oil and natural gas exploration, development, and associated pipelines in the northern regions of Canada and Alaska. Prepared and delivered several daylong work shops and presentations to Elders, First Nation Chiefs. Assisted as a keynote speaker before the 3rd Annual Oil and Gas First Nation Northern Summit. The assistance has lead to a better understanding of the current changes in the North American natural gas industry, which will be used in CYFN’s decision-making process.

Natural Gas Storage Evaluation: Retained to provide expert opinion on the value of an independent storage operator respecting potential markets in Ontario and Quebec.

Natural Gas Storage: Retained annually by a Canadian Utility to develop a new transfer price methodology related to affiliate contracting of capacity. This assignment also included the evaluation of the utility’s requirement for storage but both utility and non-utility markets.

Storage Investment Company: Assisted in the research and analysis of potential natural gas storage facilities (reservoir and salt cavern) investment opportunities in eastern Canada and the United States that could be developed. The examination reviewed the potential for market and production directed use of the storage facilities, as well as considerations regarding access issues to existing or potential pipeline systems.

Mackenzie Valley Gas Pipeline: Retained to assist and provide expert evidence (pipeline tolls, tariffs and regulatory policies) to a Canadian oil and natural gas producer in their regulatory involvement before the National Energy Board and Joint Review Panel regarding the public hearing process for the application to construct this pipeline system.

Energy Industry Association: Retained by one of the major Canadian energy industry association to undertake the development of a pipeline cost of service financial model to examine the variation in tolling concepts between Canada and the United States.

CERI and PRAC: Retained by the Canadian Energy Research Institute and Petroleum Research Atlantic Canada to assist them in the development of a multi-client study regarding the effects on the natural gas industry of the development of LNG in the eastern regions of Canada.

Pipeline Rate and Revenue Requirement Model for Scenario Planning: Developed a pipeline rate design model and revenue requirement model to simulate a major Canadian pipeline transmission company to permit financial planning of various corporate development scenarios for large-scale supply diversity, including LNG development.

Corporate Due Diligence: Assisted a client in undertaking its due diligence regarding a potential pipeline acquisitions involving the review of existing and potential natural gas supplies and markets, competitive transportation alternatives, and development of a long term outlook regarding gas price and basis differentials and their influence on competitive transportation toll designs.

Corporate Bond Issuance: Was a lead consultant regarding long-term gas price determination and outlook on supply and transportation factors influencing prices throughout various regions in North America regarding electrical generation used for the underpinning of a corporate bond issue.

Canadian Market and Regulatory Review for US Investment Company: Undertook an examination of the Canadian natural gas transportation system, market outlook, and regulatory framework respecting near term future developments for a US Investment company. Canadian Power Company: Developed and prepared a long term North American annual natural gas price forecast based upon various development scenarios and key industry factors in the natural gas industry until 2025.

Plateau Pipeline (Pembina Pipeline): Retained and appeared as an expert witness regarding toll design and other regulatory matters for an intra-provincial oil pipeline.

El Paso Canada – Blue Atlantic Project: Retained to examine the potential effect alternative landfall for a sub-sea pipeline on the potential development of a natural gas liquid industry in the Province of Nova Scotia. The report concludes that an additional landfall for offshore natural gas in the southwest region of the Province will not be detrimental to the potential development of a natural gas liquid industry in the Province. The report also concludes there are significant advantages to the Province of a major landfall for natural gas in the southwest region that far out way any proposal to require a single landfall in the Guysborough County.

Scotia Shelf Natural Gas Potential: Has been retained by several companies to author a series of studies outlining the potential for natural gas developed off the eastcoast of Canada.

Canadian Electrical Generator: Retained to provide an expert opinion regarding the rate design and possible tolling methodology on an inter-provincial pipeline system.

Joint Provincial/Federal Development Agency: Natural gas policy assistance in the research and examination of public policy and market considerations and economic feasibility for local natural gas distribution in Greenfield areas within the regions of a number of Canadian eastcoast provinces.

Marketing Experience
Since 1990, Expert. Expert has consulted to most sectors of the petroleum and natural industry in the above areas of expertise, as well as for electrical generators, natural distribution companies, mining companies and a variety of federal and provincial government energy departments and regulatory agencies. Not only does Expert. Expert provide strategic advice and recommendations regarding his specific expertise but he has developed specific computer financial models to assist in the evaluation of the various scenarios related to investment opportunities, in particular to investments in the upstream and midstream sectors of the petroleum and gas industry.

Expert has appeared before energy regulatory agencies in Canada and in the United States as an expert witness related to natural gas pricing determination and supply assurance; oil pipeline rate design; natural gas transmission and distribution rates and tariffs; and the development of regulatory processes related to natural gas distribution and transmission systems. He has written and spoken at energy conferences on a variety of energy development issues including development of regulatory frameworks, changes to gas transmission and distribution systems in a competitive environment, natural gas supply and pricing outlooks.
