Expert used to have a solo private practice, services for which included all aspects of medical and surgical otolaryngology, adult and pediatric audiology, neuro-otologic testing, hearing aid dispensing, and facial rejuvenation with injectables, chemical peels, and surgery. Expert managed human resources including hiring, promotion, termination, pension plan, health insurance, payroll, job descriptions, maintaining and disseminating knowledge of applicable employment law and job safety requirements, and delegation of job training and supervision of employees. He also managed practice finances including direct posting of surgical charges, supervision of posting of office based services, filing of insurance claims, collections and accounts receivable management. Directly responsible for accounts payable, employee payroll, payment of payroll taxes, and production of quarterly and yearly payroll and financial reports for the practice’s accountant.
• Negotiated contracts with 12 payors. Contract negotiation with MD-IPA resulted in a 10% increase in reimbursement for the PPO product and 5% for the HMO product
• Planned, leased, and executed construction of new office in 1996 including an in office ambulatory surgery center capable of providing general anesthesia
• Obtained Medicare certification, a Maryland state ambulatory surgery center license, and AAAHC-accreditation for the ambulatory surgery center (The Aesthetic Facial Surgery Center of Rockville, Ltd)
• Obtained contracts for the ambulatory surgery center with BCBSNCA, and MD-IPA, as well as with Medicare
• Evaluated and adopted business management software automating all business activities in the office; reviewed, but did not adopt commercial EMR; created own online medical record system for the facial plastic surgery practice
• Marketed the practice using practice brochures, meetings with referring physicians, mailings, publicists, four appearances on television news programs, TV, radio, and print media advertising
• Held leadership positions as Chief of ENT at Holy Cross and Shady Grove Adventist hospitals with responsibility for specialty credentialing, peer review, recommendations for acquisition of technology for the operating room, and review of potential disciplinary issues
• Extensively participated in peer review and quality improvement activities as a member of the Shady Grove Adventist Hospital Surgical Audit committee for 10 years, the credentials committee for one year, the Montgomery County Medical Society’s Peer Review Committee for 3 years, and performed independent review for the Delmarva Foundation, the Medical Chirurgical Society of Maryland, and Medical Mutual Insurance (the malpractice carrier)
• Served as defendant’s expert witness in a civil (non-malpractice) suit, and consulted with several law firms on issues of merit, disability claims, and physician discipline
• Taught otolaryngology at Johns Hopkins School of Medicine Otolaryngology residency as an Assistant Clinical Professor
