Expert is a leader in performing analyses and developing recommendations for potential manufacturing cost reductions associated with Air Force space programs. The results of his studies have been an integral part of cost estimates provided to the Air Force and Congress. He led the engineering design, cost analysis, and manufacturing assessment subpanel of a national-level Study, which evaluated the feasibility of all candidate systems. He also led the manufacturing assessments on all satellite subsystems for a critical Air Force program.

Since 1981, Expert has been involved with evaluating the economic, organizational behavior, and technical interactions between buyers and sellers for defense, space, and large-scale civilian projects. He developed a thorough analytical model that can be adapted to any country that describes buyer-seller interactions, including identifying preferences for buyers and sellers, relevant programmatic and technical constraints, the likely range of outcomes, and the effect of program dynamics on these outcomes. This work was validated by a statistical analysis that used extensive data and case study analysis.

Expert has led numerous studies since 1977. Expert examined dual sourcing strategies for the cruise missile engine, guidance, and air vehicle subsystems. He also led an extensive acquisition study for the Director of SDIO comparing acquisition, programmatic, and technical characteristics of SDI versus historical military and commercial programs. Many other studies were performed and information is available upon validated need to know.

Expert led cost research roadmap studies on numerous military space systems. The recommendations provided in these detailed reports became the basis for advanced technology cost research. Expert served as a cost research analyst and technical advisor on advanced spacecraft technology projects for focal plane arrays, optical telescope assemblies, cryocoolers, gimbals, and a variety of electronic components. He developed novel approaches for estimating the cost of spacecraft items, including analogies between microelectronic production and focal plane array (detector and readout) chips. From 1986 to 1990, he served as an independent technical advisor to the Air Force and the Aerospace Corporation on electro-optical sensor subsystem cost estimating approaches and methodology.

Expert has serviced more than 25 times as risk manager and mentor to risk managers on a wide variety of programs and proposals. This includes more than $10 billion in contract award and option dollars.

Since 1987, Expert has led numerous technology development and evaluation activities of aerospace programs. He led the engineering design, cost analysis, and manufacturing assessment subpanel of a national-level study, and has performed a wide variety of analyses on DoD programs.

Expert developed state-of-the-art sensor and imagery simulations from ultra-violet through microwave wavelengths. He performed image processing and photo interpretation on dozens of projects. His work has supported a wide variety of military and commercial projects.

Expert has written and validated large-scale programs, including several advanced system simulation programs for a variety of customers. Specific details provided upon validated need to know.
