Expert has been an active research contributor to semiconductor measurement technology and semiconductor device technology. At the National Bureau of Standards, he managed research programs in semiconductor materials characterization, integrated circuit processing, device physics and modeling, and integrated circuit process control monitors (test structures). He frequently teaches courses in semiconductor device physics and integrated circuit technology, and guides graduate student research in these technical areas.

Expert's consulting has centered on the effects of radiation (nuclear weapons and space effects) on semiconductor materials, devices, and circuits. He is primarily interested the development of reliable, radiation hardened microelectronics for military and space systems. His recent work has emphasized the measurement and modeling of radiation effects on MOS (metal-oxide semiconductor) technologies. A number of recent papers have explored the effects of radiation on power MOSFETs.
