_ Creates indicators and complex variables to accurately measure program outputs and outcomes
_ Statistically analyzes program outcomes
_ Assesses and explains program successes and failures

Expert has provided technical assistance and training in research design, sampling, data collection, development of systems for tracking program outputs and outcomes, statistical analysis and performance measurement. For example, she trained the Colorado State Auditors in planning and designing program assessments, research methodology, developing performance measures, data analysis and statistics.

Examples of program evaluations include:
(1) Expert is the Principal Investigator for a multi-year evaluation of the Colorado Parent Information and Resource Center (CPIRC), which informs parents and increases parent involvement in all aspects of their children's education. She develops annual evaluation plans with process, output and outcome measurement, designs qualitative and quantitative research insturments, collects and analyzes data, and writes comprehensive program evaluation reports.
(2) She was part of the team that determed program outcomes as part of a multi-year evaluation of a Colorado Department of Human Services welfare reform program. The evaluation used a rigorous experimental design. She develped a series of interview instruments, trained interviewers, and directed repeated data collection. The surveys collected valid, reliable and comparable information about patient services, ASC day-to-day operations, quality outcomes and patient satisfaction across ASCs in each state. She wrote reports with clear, useful findings and graphics to inform the health care industry and the broader community about the effectiveness and safety of ASCs. With Assocation staff, she transformed these reports into publications.
Expert evaluated the results of a clinical trial testing a new treatment modality. She assessed the clinical trial design, identified the data analysis methodology, created variables, ran tests of statistical significance, analyzed clinical trial data and wrote a report describing research methods, measures and results. Expert helped a national medical association develop strategies for reducing member attrition by designing detailed interview guides and interviewing medical residents and practicing physicians. She made recommendations for improving the residency decision-making process; increasing the quality, availability and desirability of residency programs; and enhancing the image of the profession.
