Expert has 30+ years of experience in land planning for the past thirty years as a consultant in the field. Land planning is the process establishing policy and designed layout of land parcels. Generally, this work is done in suburban settings. It often leads to follow up assignments presenting land plans he has created to municipal planning commissions, zoning board of appeals and city councils. Land planning is one of the major elements of city planning and it is taught in every city planning and most landscape architecture schools across the country, usually at the masters level. Expert has acted as expert witness in a number of land planning matters as a representative of both plaintiff and defendant.

Strategic planning in the field of city planning involves means and methods to implement planning policies usually found in a government agency's comprehensive plan. As a city planning consultant he has led numerous client communities process and then commit to strategic actions that will work to implementing their planning policies.

Urban planning, often referred to city planning, is the overarching name that decribes what city planners do. He has prepared comprehensive plans, written zoning ordinances and prepared downtown and corridor plans all of which are considered urban planning. He is expert in many aspects of urban planning especially in the preparation of zoning ordinances, and policy planning. He has worked on urban planning contracts for more than 150 municipalities in this field while the company he head has worked for more than 300. This extensive experience in urban planning strengthens his ability to act as a knowledgable expert witness. As an expert witness he has won a majority of cases in which he has been has been involved.

A large part of his planning practice has taken place along the urban fringe of large cities and metropolitan areas. As a responsible planner, he has devoted a part of his work with client communities to offset the worst characteristics and high public cost of urban sprawl. He has worked to increase densities where possible which is a major strategy to lessen the effects of urban sprawl. He has become quite knowlegable in a new zoning technique referred to as "form-based zoning" which works to achieve sustainable developments that set conditions to avoid the worst aspects of urban sprawl.

He is one of the country's foremost experts in zoning ordinance preparation and in testimony to defend these and other ordinances as well. His work in writing zoning ordinances provides him a deep knowledge of the zoning field to back up his opinions and testimony in expert witness cases. He has trained his employees in the tecniques of zoning and has lectured on the topic at professional meetings and unversities. He has authored in the range of twenty-five zoning ordinances during his career.

He was lead consultant on the Redevelopment Plan for The Glelnview Naval Air Station- a BRAC base closure project.He prepared a new Zoning Ordinances for Evanston, Peoria, Park Ridge, Illinois; Newark New Jersey; Norfolk, Virginia and many other municipalities.He was author of An Expert Opinion report for a case involving the Fait Housing amendment to the 1968 Civil Right Act on behalf of the Marriott Senior Living Corporation in Atlanta, GeorgiaHe was author of a zoning policy document prepared for the City of Newark, New JerseyHe has served as expert witness and special master to Federal Judge Reuben Casillio on the matter - Hispanic United v.
