Expert served in the United States Marine Corps for over 22 years working in the communications and spectrum management fields. During this time Expert worked at all levels of command culminating in a final position as the senior operational Strategic Spectrum Planner for the Operating Forces of the Marine Corps (At Marine Forces Command). Expert was directed, by name, by the Joint Chiefs of Staff to work on a new modeling and simulation program called the Coalition Joint Spectrum Management Tool (CJSMPT) which has since become a major component of the DISA Global Electromagnetic Spectrum Information System (GEMSIS).

After retiring from the Marine Corps, Expert worked for Lockheed Martin on innovative modeling and simulation software for the Army as well as joint programs supporting automation of the Spectrum Management Planning process. This included a new concept where Spectrum and Electronic Warfare would intersect.

Since retiring Expert has lead the development teams of a number of EMS programs and has been a key enabler in bringing government requirements to the engineers in an understandable manner while keeping the ultimate user's goals in mind.

Much of Expert's most recent activities have been bridging requirements between Spectrum, EW and Cyber activities for the US Army. Expert was also instrumental in supporting the Joint Electronic Warfare Center (JEWC) in the creation of Joint Electromagnetic Spectrum Operations Cell (JEMSOC) and executed JEMSOC during a recent exercise called Austere Challenge.

Spectrum Bullpen was created from a group of retired military members (Army, Marines and Air Force) who decided that direct EMS experience had helped so many programs in the past. Many of the large companies have a hard time keeping experience "first hand" knowledgeable personnel on staff. Spectrum Bullpen offers the luxury of using our service when needed to help respond to proposals, finalize testing on products, or work the full cycle program development. Working with our SMEs from start of project to the end, will greatly reduce the risk of program development since our staff were users themselves and understand what it takes for hardware/software to be successful.
