A graduate of Sciences Po Paris and of the United Nations-mandated University for Peace (UPEACE), Expert is a former consultant for the United Nations Office on Drugs and Crime (UNODC) in the Lao PDR and Panama. Expert worked in the Drug and Health, Alternative Development and Anti-Trafficking programs with the main task oriented on providing strategic and concrete orientations for the network of partners: UNIDO, UNICEF, the European Commission, the Government of Germany (BMZ/GIZ), the Government of Laos, UNAIDS and UNDP. Responsibilities:
Under the Program Director and Chair Emeritus of Peace and Conflict Studies at UC Berkeley, the core program was centered on the inter-relationship between human and food security, drug policy, climate change and gender studies. These initiatives includes the management of the newly created interexchange working group on drug policy studies between UPEACE and Berkeley students.

The objective of this course is to raise awareness on the added value of the Human Security approach. It addressed current and emerging challenges related to peace, human rights, gender issues, environment, and development, within the general framework of the implementation of the 2030 Sustainable Development Goals (SDG's).

The program included 5 sessions consisting of 3-hour lectures, to take place 5 days a week over the course of 3 consecutive weeks. In the afternoon, classes were divided between two Teaching Assistant within Focus Groups in order to critically analyse the information given in the morning classes.

Primary achievements included the provision of a developed analysis and application of the material, which involved:

- demonstrating command of the theorist(s) concepts
- indicating significant insights gained from the material
- raising the level of the material to a higher level of analysis, i.e., applying and/or linking the material to Human Security, climate change, drug policy, conflict resolution, gender, education, and media

In this capacity, Expert helped launch the “India initiative” for the 2016 summer UPEACE school program designed for students from India in order to enhance its outreach there, including funding research with local and international philanthropist entities.

Responsibilities:
Expert was responsible for the restoration operation of a research laboratory in eco-epidemiology at the University of Kinshasa (DRC) in collaboration with a researcher at the University of Besançon, which served as an interface with the Congolese authorities and French academic staff and the former French Ambassador for the fight against HIV / AIDS and communicable diseases. This work focused on four dimensions:

(1) research funding -- and public and private partnerships
(2) the creation of an ad hoc structure to bring on the project
(3) the design of the three-year implementation program
(4) drafting briefing notes and talking points for the Senator.

Preliminary building work started in September 2011 and was completed by December 2013. With the funding and experience of the Merieux Foundation and the Pasteur Institute, the project was able to start while having strong institutional guarantees for subsidies and the progress of its implementation.

Expert assisted in the creation and maintenance of a blog (2011).

Achievements also included the creation of a university doctoral training program in Eco-Epidemiology in association with the medical schools of Kinshasa, Besançon and Marseille-Aix II. Expert helped develop the modalities for student exchanges and faculty, the necessary budgets and cooperation agreements between partner universities.

He also worked on the research and comparison of financial mechanisms for the introduction of a levy on all transactions on the French and European financial markets, in regard to the introduction of a tax on financial transactions in the Finance Committee of the Senate.

Expert contributed to the legal drafting of amendments and bills, as well as to the management of intra-senatorial cooperation and cooperation with European institutions.

He was also responsible for:

- Delegation to the Foresight (Delegation à la Prospective)
- Research and Redaction of the Parliamentary report on “The future of Junior High School
students in vulnerable urban territories"
- Organization and the logistic preparation of the missions on the ground
