Expert is an internationally experienced science advisor and program manager with over 10 years of experience advancing renewable energy technology development, low emission development, climate change mitigation programs, and materials science research. Expert has provided both field-based and virtual technical support for Global Climate Change programming at the U.S. Agency for International Development (USAID) as both a Fellow and as an independent consultant since 2012. Technical areas of support have included renewable energy resource assessment, business compliance with carbon markets, renewable energy policy, low emission development strategies, and grid integration of variable renewable energy. Activities have included pilot project development, monitoring and evaluation support, scope of work development, policy analysis, country-level briefs, strategic planning, knowledge management, communications, and the development of training materials. She has PhD and BS degrees in Materials Science and Engineering, and a BS degree in Science, Technology, and Society with a concentration in Sustainable Development in Latin America.

Expert is an expert in the nanosctructure of amorphous materials and Fluctuation Electron Microscopy (FEM). She was the first person, worldwide, to perform extensive FEM data acquisition and analysis using the scanning transmission electron microscope (STEM). As a graduate student, she developed a methodology for artifact identification and correction for Fluctuation Electron Microscopy (FEM) data. Expert also generated an extensive family of simulated data that provided the first quantitative mapping of the nanoscale order. As a postdoc, Expert adapted the X-ray Cross-Correlation Analysis (XCCA) technique for use in electron microscopy to characterize nanostructure in amorphous metals. Expert has a PhD in Materials Science and Engineering from the University of Illinois at Urbana-Champaign.

Expert provides consultant services in the areas of climate change, renewable energy, sustainable development, monitoring and evaluation, technology transfer and innovation, data analysis, and program management. Primary client support to-date has included data management and analysis for monitoring and evaluation, and guidance on low emission development strategies programming for a performance evaluation.
