Expert has over 22 years' direct experience and service in support of people with intellectual / developmental disabilities, maladaptive behaviors, neurological disorders, mental illness, brain injuries, and specialized healthcare needs.

For the past 5 years, he has served as Executive Director of the San Diego operation of one of the nation’s largest private providers of services for individuals with ID/DD (intellectual / developmental disabilities). He directs and leads all aspects of the operation’s core functions, directly supervises a 15-person management team, and oversees approximately 235 staff working in 16 residential facilities licensed ICF and ARF.

Expert is certified by the State of California Department of Social Services as an Adult Residential Facility Administrator. In 2019, his operation earned the Quality Award for leading the company in key performance indicators. Recently he was also selected from the company’s 68 total Executive Directors as Executive Director of the Year.

Prior to his current Executive Director role, Expert served as Director of Operations for one of San Diego’s largest non-profit organizations -- for over 11 years. In this capacity he directed all facets of daily operations for initially 12 residential facilities for people with disabilities licensed and regulated by the California Department of Public Health. After 6 years, he was promoted to Department Head and also oversaw the Independent Living, Supported Living, Respite and Recreation programs.

Expert was recently retained as an Expert Witness in a medical malpractice case brought by a family against a residential service provider, in which case he reviewed over 15,000 documents and produced an Expert Report.

He provides expert witness and consultation services on disability service-related matters to clients of Round Table Group, Gerson Lehrman Group (GLG), Guidepoint Global, Tegus, and Coleman Research.
