Expert has been helping oil, natural gas, wood pellet manufacturing, bulk cement and mining clients since 2008 with air pollution engineering, permitting and compliance solutions. His experience includes methane management, responsibly source gas audits, methane protocol and policy development, storage tank control system design analysis, minor source construction permits, Title V permits, near-field dispersion modeling, process modeling, auditing, FERC (RR9) and NEPA (EIS and EA).

Expert has 15 years of experience providing environmental consulting services to primarily midstream and upstream oil and gas industry clients throughout the western United States. His focus for the last 10 years have been on Colorado air quality permitting and compliance, including Regulation 3, 7 and 22. He has testified before the Colorado Air Quality Control Commission twice regarding changes to the Regulation 7. He serves as SLR’s technical lead for process simulation using ProMax® and storage tank control system design.

His other areas of expertise include, assisting with enforcement actions, regulatory applicability analysis (NSPS and NESHAP), air permitting, emission inventory development, and compliance management, and voluntary methane measurement and reduction initiatives.

He is a Licensed Professional Engineer in Colorado.
