Expert has spent a significant portion of his career researching the relationship between the chemical and physical properties of asphalt cements. He has extensive knowledge of the rheology and durability of asphaltic materials, and also of the methods used to characterize their chemical composition. Recent research includes: 1) a study of the use of NMR for measuring asphalt consistency, and 2) developing methods for predicting the long-term durability of asphalt concrete.

Expert's research experience in this area includes a study of an impact hammer for measuring the structural capacity of gravel surfaced roads, and the development of an automated system for pavement condition survey.

Expert has taught geometric design at the graduate and undergraduate level for 16 years. His research in this area has covered such issues as context-sensitive design, safety, traffic calming, and functional classification. He is also well versed in the historical development of geometric design in the U.S. and in Europe. He believes in the need for a new urban or neo-traditional approach for designing urban neighborhoods.

He has significant expertise in regional statewide transportation planning. In 1999, he served as a consultant to the Speaker of the Connecticut House of Representation and wrote a draft plan that led to the formation of Connecticut's Transportation Strategy Board.
