As Manager of Rate Design, Expert was responsible for regulatory liaison and rate design for all customer classes including cost of service and tariff design. He restructured and expanded the Rate Design department, developed a rate design strategy and implemented numerous changes to the ratemaking process within Atlantic Electric. Various ratecases included the movement of three nuclear units into ratebase and/or the energy adjustment.

He directly supervised the Cost of Service process and was instrumental in changing the Company’s power supply cost allocation to reflect modern realities. In response to both PURPA and regulatory needs he developed the load research function from scratch including the Company wide adoption of supporting software (Lodestar).
